A ministerial decision was issued to establish the historic Tawafa Institutions to serve pilgrims from Türkiye and European, American, and Australian countries, under the Motawifeen system approved at that time.
Organizational Transformation of the Pilgrims Service Sector
Royal Decree No. (M/111) was issued abolishing the Motawifeen system and establishing organized hospitality companies operating under a regulated commercial framework.
Institutional Development
The sector witnessed further institutional advancement to enhance governance, operational efficiency, and regulatory alignment in serving the Guests of Allah.
Launch of Subsidiary Companies
Establishment of: Al-Refadah for Pilgrims Services (License No. 8) Refad for Pilgrims Services (License No. 7) with branches of both companies in Al-Madinah.
Business Expansion
Establishment of Asalat Al-Refadah Contracting Company within the holding structure, in parallel with the opening of the Al-Madinah branch, strengthening institutional integration and expanding the business scope to enhance operational efficiency and quality execution.
